  • Establish a Citizens' Chamber (200 randomly selected Nepalis, stratified by diversity) to review major laws, constitutional amendments, and set deliberative agendas.
  • National initiative & referendum with a double majority (people + provinces), but only after public deliberation.
  • Open-list proportional representation so voters choose people, not just party ranks.
  • Campaign finance sunlight: Real-time dashboards of all donations and spending.
  • Pilot Quadratic Voting and liquid democracy tools inside party structures and participatory budgeting.

Clean Governance

  • Transform the CIAA into a truly independent body with citizen oversight, non-renewable terms, and open contracting by default.
  • All tenders, contracts, and government budgets must be published in machine-readable formats.
  • Digital audit logs: every time an official accesses your record, you can see it. Misuse = automatic penalties.

Free Speech & Protest

  • Abolish criminal defamation and "blasphemy/insulting religion" laws.
  • Only true incitement to violence/discrimination (Rabat threshold) is criminal.
  • End blanket bans on platforms—only judge-ordered, URL-specific takedowns, published publicly.

Religion & Secularism

  • Amend "secularism" definition to mean strict state neutrality—no faith gets privilege.
  • Decriminalize voluntary conversion; criminalize only coercion/fraud.
  • Religious trusts must publish audited accounts.

Gender & LGBTQIA+ Equality

  • Enshrine marriage equality constitutionally: gender-neutral civil marriage, equal adoption, inheritance, pensions.
  • Protect self-determined gender identity; ban non-consensual intersex surgeries.
  • Enforce anti-discrimination in work, housing, and education.

Caste & Inclusion

  • Keep reservation (affirmative action) but make it dynamic: quotas recalculated every 5 years based on a Disadvantage Index.
